Account eligibility, criminal history, and verification
1.1 Adults only
Keeper is intended only for adults who are at least 18 years old.
Minors may not create an account or use the Services for any reason. You may not help a minor create or maintain an account or knowingly allow a minor to use your account.
Keeper may restrict, suspend, or terminate an account and request additional verification if Keeper reasonably believes that the account belongs to or is being used by a person under 18.
1.2 Safety-related eligibility restrictions
To the fullest extent permitted by applicable law, you may not create an account or use the Services if:
- you are required to register as a sex offender under any federal, state, provincial, territorial, local, or foreign law;
- you have committed, been convicted of, pleaded guilty to, or pleaded no contest to a criminal offense involving sexual assault, sexual abuse, nonconsensual sexual conduct, other sexual misconduct, violence or threatened violence, domestic violence, stalking, kidnapping, human trafficking, sexual exploitation, or the abuse or exploitation of a minor;
- Keeper has previously suspended, terminated, or barred you because of conduct that Keeper reasonably determined presented a material risk to another person’s safety, unless Keeper has expressly authorized your return in writing; or
- you are otherwise prohibited by applicable law from using the Services.
By creating an account or using the Services, you represent and warrant that you satisfy these requirements. If you cease to satisfy them, your authorization to use the Services automatically terminates.
1.3 Criminal-background and sex-offender-registry screening
Keeper does not conduct a criminal-background check or sex-offender-registry search on every member and does not continuously monitor every member’s criminal history or registry status.
Where permitted by law, Keeper may conduct a targeted public-record, criminal-record, or sex-offender-registry review when:
- Keeper receives a credible safety report concerning a member;
- information associated with an account appears false, inconsistent, fraudulent, or connected to another person;
- Keeper receives reasonably reliable public-record, law-enforcement, media, or third-party information concerning a member;
- a review is reasonably necessary to investigate suspected violence, sexual misconduct, stalking, trafficking, exploitation, fraud, impersonation, or another material safety risk;
- a member seeks to appeal an eligibility-related suspension or termination; or
- the review is required or otherwise permitted by applicable law.
Keeper excludes a person when Keeper confirms that the person is required to register as a sex offender or has a qualifying criminal conviction identified in Section 1.2, subject to applicable law and reasonable confirmation that the record belongs to that person.
Keeper may also suspend or bar a member based on credible reports or reasonably reliable evidence of prohibited conduct even when there has been no arrest, criminal charge, plea, or conviction.
Public records and screening tools may be incomplete, delayed, inaccurate, or associated with the wrong person. The absence of a record does not constitute an endorsement or guarantee concerning a member’s identity, history, conduct, or safety.
1.4 Identity and age verification
Members must provide accurate identity and age information and represent that they are at least 18 years old.
Keeper may verify control of an email address, telephone number, passkey, or third-party login. Verification that a person controls an email address, telephone number, or login does not necessarily verify that person’s legal identity or age.
Keeper does not routinely require every member to complete a government-ID or independent age-verification check. Keeper may, however, request a government-issued identification document, photograph, selfie, video, telephone or email confirmation, or other evidence, or use a third-party verification provider, when Keeper reasonably suspects:
- that a member is under 18;
- impersonation, identity theft, or use of another person’s photos or information;
- fraud, trafficking, exploitation, or another safety threat;
- an attempt to evade a restriction, suspension, or permanent bar;
- unauthorized access or an account-recovery issue; or
- another circumstance in which verification is reasonably necessary to protect a member or the integrity of the Services.
Keeper may restrict, suspend, or terminate an account if requested verification is refused, cannot be completed, or does not reasonably resolve the concern.
2. Scope of this Policy and expected conduct
You must use Keeper honestly, lawfully, and in good faith. You must respect other people’s boundaries, privacy, autonomy, and consent.
This Policy applies to:
- content and conduct on the Services;
- communications, meetings, dates, and other interactions resulting from a Keeper match or introduction;
- misuse of information obtained through Keeper; and
- off-service conduct that Keeper reasonably determines presents a material risk to members or materially affects the safety, integrity, or legitimate operation of the Services.
3. Prohibited content and conduct
You may not use the Services to engage in, promote, facilitate, solicit, threaten, attempt, or assist any of the following.
3.1 Minors and child exploitation
- Creating or maintaining an account while under 18.
- Helping a minor obtain or use an account.
- Child sexual abuse material or any sexualized depiction of a minor.
- Grooming, soliciting, sexualizing, exploiting, or attempting to meet a minor for a sexual purpose.
- Content or conduct that facilitates the abuse, trafficking, or exploitation of a minor.
Keeper may immediately preserve relevant information and report suspected child exploitation to the appropriate authorities or reporting organizations as required or permitted by law.
3.2 Human trafficking, sexual exploitation, and coercion
- Human trafficking, sex trafficking, forced labor, involuntary servitude, or commercial sexual exploitation.
- Recruiting, transporting, harboring, advertising, arranging, or controlling another person for an exploitative purpose.
- Using threats, confinement, intimidation, debt, blackmail, substances, financial control, or other coercion to control another person.
- Purported employment, modeling, housing, travel, immigration, or financial opportunities intended to exploit or traffic someone.
3.3 Nonconsensual sexual conduct and boundary violations
- Sexual activity or sexual contact without consent.
- Sexual assault, sexual abuse, coercion, or attempted sexual misconduct.
- Pressuring or manipulating someone into sexual activity, sexual communications, sharing intimate material, meeting in person, or providing personal information.
- Ignoring a refusal, withdrawn consent, stated boundary, or request to stop contact.
- Unwanted sexual touching, sexualization, messages, images, exposure, or repeated sexual requests.
- Recording, photographing, or distributing sexual or intimate conduct without legally valid consent.
3.4 Violence and other conduct threatening public or personal safety
- Homicide, attempted homicide, assault, battery, kidnapping, unlawful confinement, domestic violence, stalking, or harassment.
- Threats, attempted acts, encouragement, or glorification of violence against a particular person.
- Drugging another person, involuntary intoxication, tampering with a drink or substance, or facilitating any such conduct.
- Robbery, theft, extortion, or conduct intended to place another person in fear for their physical safety.
- Bringing, displaying, or using a weapon to threaten, intimidate, coerce, or harm another person.
- Any other act, threatened act, or attempted act that threatens public safety or another person’s safety.
3.5 Harassment, hate, and abusive conduct
- Stalking, bullying, intimidation, degrading abuse, or repeated unwanted contact.
- Hateful conduct or content attacking a person or group based on race, ethnicity, nationality, religion, disability, sex, gender, gender identity, sexual orientation, or another legally protected characteristic.
- Encouraging another person to engage in self-harm or suicide.
- Coordinating harassment, retaliation, dogpiling, or public humiliation against a member, reporter, employee, contractor, or other person.
- Retaliating against someone for making or assisting with a good-faith safety report.
3.6 Nonconsensual intimate material, sextortion, and blackmail
- Creating, possessing for an abusive purpose, publishing, sharing, or threatening to share a real, simulated, manipulated, or digitally generated intimate image without the depicted person’s consent.
- Sextortion, sexual blackmail, or demanding money, sexual activity, additional images, silence, or another benefit in exchange for withholding intimate material.
- Recording or distributing private communications where doing so violates applicable law.
- Threatening to reveal a person’s private dating, sexual, medical, family, employment, immigration, or other sensitive information.
3.7 Impersonation and material misrepresentation
- Impersonating another person or entity.
- Using another person’s photographs, identity, account, contact information, or personal details without authorization.
- Materially misrepresenting your identity, age, relationship status, intentions, location, occupation, background, or reason for using Keeper.
- Creating an account for another person without authorization.
- Using deceptive or materially altered photographs, videos, audio, documents, or synthetic media to mislead another person about your identity.
3.8 Fraud and financial exploitation
- Romance scams, investment scams, employment scams, immigration scams, blackmail schemes, phishing, or other deceptive financial activity.
- Soliciting money, wire transfers, cryptocurrency, gift cards, banking information, account credentials, loans, purported emergency assistance, or financial support through deception or manipulation.
- Using Keeper to obtain another person’s money, property, credentials, confidential information, or financial services through false pretenses.
- Money laundering, use of stolen payment instruments, or facilitating fraudulent transactions.
3.9 Privacy violations, tracking, and doxxing
- Publishing, sharing, selling, or threatening to disclose another person’s private information without authorization.
- Doxxing, including disclosing a person’s home address, workplace, telephone number, government identifier, financial information, precise location, family information, or other sensitive information.
- Installing or using a tracking device, tracking application, location-sharing mechanism, spyware, or surveillance tool to track another person or that person’s property without legally valid consent.
- Accessing another person’s account, device, communications, or data without authorization.
- Misusing information obtained from a Keeper profile or introduction to locate, monitor, threaten, embarrass, or harm another person.
3.10 Sexual solicitation and explicit commercial content
- Pornographic or primarily sexually explicit content.
- Solicitation or advertisement of prostitution, escorting, commercial sexual services, or transactional sexual arrangements.
- Using Keeper primarily to distribute adult content, obtain subscribers, or advertise sexual material or services.
- Any form of commercial sexual exploitation.
Reasonable, non-explicit discussion of dating, relationships, attraction, and sexual compatibility is not prohibited merely because the subject matter involves sex.
3.11 Illegal or dangerous activity
- Selling, purchasing, distributing, or facilitating illegal drugs, stolen goods, counterfeit documents, unlawfully possessed weapons, or other unlawful goods or services.
- Providing instructions intended to facilitate a specific crime, evade lawful investigation, or harm another person.
- Using the Services in violation of applicable law or another person’s intellectual-property, privacy, publicity, or other legal rights.
3.12 Spam, unauthorized advertising, and commercial solicitation
- Spam, mass solicitation, repetitive unwanted communications, or deceptive links.
- Affiliate marketing, lead generation, multilevel marketing, commercial recruiting, or advertising unrelated to genuine dating or matchmaking.
- Using Keeper primarily to promote another product, platform, business, candidacy, organization, or commercial service without Keeper’s authorization.
3.13 Unauthorized access, automation, and interference
- Attempting to bypass authentication, authorization, verification, rate limits, safety systems, payment systems, or access controls.
- Scraping, harvesting, bulk-exporting, or compiling member, profile, match, photograph, questionnaire, preference, or contact data.
- Introducing malware, spyware, malicious code, or deceptive links.
- Probing, scanning, reverse engineering, disrupting, or overburdening the Services except as expressly permitted by law.
- Using an automated system except through Authorized Automated Access as defined in Keeper’s Terms and Conditions and in compliance with all applicable permissions, scopes, documentation, limits, and consent requirements.
3.14 Enforcement evasion
- Creating, acquiring, borrowing, or using another account after a restriction, suspension, or permanent bar.
- Using a different identity, email address, telephone number, device, payment method, or third party to evade enforcement.
- Helping another person evade an account restriction, suspension, verification request, or permanent bar.
- Destroying, altering, or fabricating evidence relevant to a safety investigation.
4. Consent and sexual conduct
Engaging in sexual conduct with another person without that person’s consent violates this Policy, is against the law, and may result in criminal prosecution, civil liability, and permanent removal from Keeper.
Consent must be voluntary, informed, specific, and ongoing. Consent to one act is not consent to another act. Prior consent, an existing relationship, a marriage, flirtation, a match, or agreement to meet does not establish consent to later sexual activity.
A person who is asleep, unconscious, incapacitated, coerced, threatened, or unable to understand the nature of the conduct cannot provide consent. Consent may be withdrawn at any time. Once consent is withdrawn, the conduct must stop.
Alcohol or drug use does not excuse violating another person’s consent.
5. Reporting prohibited content or conduct
5.1 What may be reported
You may report content or conduct that violates this Policy, including conduct that occurred during communications, meetings, or dates outside the Services when the people involved were connected through Keeper.
A criminal conviction, police report, or court proceeding is not required to submit a report.
5.2 How to report

Include as much of the following information as is reasonably available:
- your name and the email address or telephone number associated with your account;
- the reported person’s name, profile, contact information, or other identifying information;
- a concise description of what occurred;
- the approximate date, time, and location;
- whether the conduct occurred through Keeper or after the parties moved to another communication service;
- relevant screenshots, photographs, messages, links, documents, or witness information; and
- whether you believe there is an immediate or continuing risk to you or another person.
Do not expose yourself to additional danger or violate the law to obtain evidence.
If someone is in immediate danger or requires emergency assistance, contact 911 or the appropriate local emergency service. A report to Keeper is not a substitute for contacting emergency services.
5.3 False, malicious, or biased reports
Do not knowingly submit a false report or submit a report for a malicious, retaliatory, discriminatory, biased, harassing, competitive, or other illegitimate reason.
A good-faith report is not considered false merely because Keeper cannot substantiate it or because available evidence is inconclusive. Keeper may take action against a person who knowingly fabricates evidence or abuses the reporting process.
6. Review, suspension, permanent bars, and notices
6.1 Review of reports
Keeper reviews safety reports based on the information reasonably available. Keeper may:
- request additional information from the reporting or reported person;
- review account information, communications, activity records, prior reports, verification information, and relevant content;
- preserve relevant records;
- consult public records, sex-offender registries, court records, law-enforcement information, news reports, or third-party verification or screening services where permitted by law;
- consider the seriousness, specificity, credibility, corroboration, recency, and potential continuing risk associated with a report; and
- refer information to law enforcement, emergency services, child-protection organizations, or other appropriate authorities where required or appropriate.
Keeper may limit information disclosed about an investigation or decision when disclosure could compromise another person’s safety or privacy, expose confidential information, facilitate retaliation or enforcement evasion, or interfere with a legal or law-enforcement matter.
6.2 Temporary restrictions and suspensions
Keeper may immediately restrict features, withhold an introduction, prevent contact-information disclosure, or suspend a member’s profile while reviewing:
- sexual assault, nonconsensual sexual conduct, or sexual coercion;
- homicide, assault, domestic violence, kidnapping, stalking, harassment, or a credible threat of violence;
- involuntary intoxication or suspected drugging;
- trafficking, exploitation, or conduct involving a minor;
- sextortion, blackmail, intimate-image abuse, or serious fraud;
- impersonation, identity theft, or suspected use by a person under 18;
- suspected ban evasion;
- a credible allegation of another immediate, continuing, or material safety risk; or
- circumstances in which temporary action is reasonably necessary to preserve evidence or protect members while the matter is evaluated.
A temporary suspension is a protective action and is not necessarily a final determination concerning the reported conduct.
6.3 Permanent bars and other enforcement
Keeper may warn, restrict, suspend, terminate, or permanently bar a member when Keeper reasonably determines that:
- the member does not satisfy the account-eligibility requirements;
- the member committed a serious or repeated violation of this Policy;
- the member presents a material risk to another person’s safety;
- the member knowingly submitted a materially false safety report or fabricated evidence;
- the member refused or failed to complete reasonably requested verification;
- the member attempted to retaliate against a reporter or witness;
- the member attempted to evade an enforcement action; or
- continued access would threaten member safety, privacy, security, or the integrity of the Services.
Keeper may permanently bar a member based on reasonably reliable evidence even if the conduct did not result in an arrest, charge, conviction, or civil judgment.
Enforcement actions may include:
- removal or restriction of content;
- warnings or feature limitations;
- withholding or cancelling a proposed introduction;
- temporary account suspension;
- permanent account termination;
- device, credential, telephone-number, payment-method, or account-level blocks;
- preservation of relevant records;
- notice to potentially affected members; and
- referral to law enforcement or another appropriate authority.
6.4 Notice to members who had contact with a reported member
Keeper does not provide notice to other members following every report.
Keeper may provide actual notice when Keeper determines that a report presents a credible risk of serious or continuing harm, particularly when the report concerns:
- sexual assault, nonconsensual sexual conduct, or sexual coercion;
- violence, domestic violence, a credible threat of violence, or homicide;
- kidnapping, stalking, or serious harassment;
- involuntary intoxication or suspected drugging;
- trafficking or exploitation;
- conduct involving a minor;
- robbery, theft, sextortion, blackmail, or serious fraud;
- nonconsensual intimate-image distribution; or
- another material threat to public or personal safety.
Notice may be provided to members who were introduced to the reported member, exchanged contact information with the reported member through Keeper, or otherwise had contact with the reported member through the Services.
Keeper may provide notice by email, text message, telephone, in-product communication, or another reasonably effective method. The notice may state that Keeper received a safety report, that Keeper restricted or removed an account, that the recipient should consider ending contact, and that safety or victim-assistance resources are available.
Keeper generally will not identify the reporting person or disclose unnecessary details about the report unless the reporting person authorizes disclosure, disclosure is required by law, or Keeper reasonably determines that limited disclosure is necessary to prevent serious harm.
A safety notice is not a determination of criminal guilt and does not necessarily mean that a court or law-enforcement agency has substantiated the reported conduct.
7. Appeals
A member whose account was restricted, suspended, terminated, or permanently barred as a result of a safety report or eligibility determination may appeal by emailing:

The appeal should include:
- the email address and telephone number associated with the account;
- the action being appealed;
- a concise explanation of why the member believes the action was incorrect; and
- any relevant identity documents, court records, registry information, communications, screenshots, or other evidence.
Keeper may request additional information or verification. Restrictions may remain in effect while an appeal is reviewed.
An appeal will receive human review and will not be decided solely through an automated process. Keeper may affirm, modify, or reverse the original decision.
Keeper may be unable to provide detailed reasons for an action or appeal decision where doing so could compromise another person’s safety or privacy, reveal confidential enforcement methods, facilitate retaliation or ban evasion, or interfere with an investigation.
Keeper may decline repetitive, abusive, fraudulent, or materially incomplete appeals.
8. Keeper safety measures and member precautions
8.1 Measures used by Keeper
Measures Keeper uses or may use to promote safer dating experiences include:
- an adults-only eligibility requirement;
- express exclusion of registered sex offenders and people with specified serious sexual or violent criminal histories;
- the ability to request identity, age, account-control, or other verification when a concern arises;
- targeted public-record or registry reviews where permitted by law;
- human review of member profiles and proposed introductions as part of the matchmaking process;
- mutual interest or approval before Keeper facilitates an introduction or discloses contact information;
- limiting information disclosed to prospective matches to information reasonably relevant to the introduction;
- automated and manual systems intended to identify spam, fraud, impersonation, abuse, and suspicious account activity;
- a process for reporting safety concerns;
- temporary restrictions, suspensions, permanent bars, and measures intended to identify ban evasion;
- human review of appeals;
- preservation and reporting of information concerning serious misconduct where required or appropriate; and
- safety guidance and victim-assistance resources.
No screening, verification, matching, moderation, or safety process can establish that a member will behave safely or truthfully in every interaction.
8.2 Precautions for members
When communicating with or meeting someone introduced through Keeper:
- Consider speaking by telephone or video before meeting.
- Meet initially in a populated public location.
- Arrange your own transportation and maintain control of your return plans.
- Tell a trusted person where you are going, whom you are meeting, and when you expect to return.
- Consider sharing your plans or live location with a trusted person.
- Do not initially disclose your home address, workplace address, government identifiers, financial-account information, passwords, or account credentials.
- Do not send money, cryptocurrency, gift cards, banking information, or financial assistance to someone you have met through a dating service.
- Maintain control over your food, drinks, medications, and personal belongings.
- Do not allow pressure, embarrassment, financial expenditure, travel, prior intimacy, or another person’s expectations to override your boundaries.
- End the interaction and report the person when conduct appears threatening, coercive, fraudulent, or materially inconsistent with the person’s representations.
- Contact emergency services when there is an immediate threat.

10. Changes and contact information
Keeper may update this Policy to reflect changes in the Services, safety practices, or legal requirements. The “Last updated” date identifies the most recent revision. Where required by law, Keeper will provide additional notice before a material change takes effect.
